Mitigating SOBs

Objective:

The SOB task force monitors the activities of Sexually Oriented Businesses (SOBs) to assure they do not negatively affect sustainable growth and the attractive, accessible and safe business environment of the Stemmons Corridor.

SCBA holds a long history of working with VICE enforcement and state legislators to mitigate the growth of sexually oriented businesses (SOBs) in the Corridor. This task force addresses not only businesses operating with an SOB license but any businesses that are considered to be negative use such as massage parlors, saunas, bath houses and nightclubs. SCBA's Vice Chairman, Tony Gilbert, leads the SOB Task Force. Mr. Gilbert actively works with Dallas Vice Enforcement, Texas Alcoholic Beverage Commission (TABC), Dallas Code Enforcement and Representative Rafael Anchia's Northwest Dallas Crime Task Force to increase enforcement of current laws, propose new legislation and continue monitoring the behavior of SOBs in the Corridor.

Most Recent Accomplishments Include:

  • Updated scorecard for 12 of the negative use businesses in the Stemmons Corridor.

By tracking the criminal activities at a particular location, an SCBA Index of Crime Observed (SICO) score is calculated. The quarterly updated score is distributed to law enforcement, media, elected officials and SCBA membership to heighten awareness, increase enforcement and ultimately deter crime.

  • Non-renewal of an extended hours permit for the San Luis Night Club on Industrial Blvd.

In December 2008, Mr. Gilbert attended the Permit and License Appeal Board hearing of the San Luis Night Club to express SCBA's opposition to their request for an extended hours permit. Using the scorecard Mr. Gilbert developed for this particular night club, he was able to cite specific criminal activity trends as reasons for not approving this permit. The application was subsequently denied.
